OnCore Consulting, LLC is a California Certified Business IT consulting firm headquartered in Rancho Cordova, California. OnCore was formed in 2011 by a group of IT professionals who spent many years working in senior leadership positions on several of California’s largest and most complex technology projects. Collectively, OnCore’s leadership team brings over 100 years of public sector consulting experience.

Lee Bennett, Managing Director
Lee has over 26 years of consulting experience in the IT industry. His career began in 1989 as an IT consultant for Price Waterhouse. Drawing on that experience, he launched Synergy Consulting as one of three Owner/Directors and helped grow the company into a 100+ person organization. Following an acquisition by CGI, Lee served as a Vice President in CGI's Sacramento office. From 2003 through 2009, Lee led a complex implementation of the California Child Support Automation System in all 58 counties. From 2009 – 2016, he was instrumental in securing and then delivering the $400M Enterprise Data to Revenue project.
John Nichols, Managing Director
John is a former Accenture Senior Executive with over 26 years of consulting experience. From 2003 through 2009, John led development of the statewide California Child Support System (CCSAS), successfully eliminating over $200m per year in federal penalties. Starting in December 2009, John led Accenture's turnaround of the CalPERS PSR project to a successful September 2011 system launch. Prior to taking over the CalPERS project, John led overall Delivery and Quality Assurance for Accenture's State & Local Government practice and has made a career of implementing complex custom solutions in a variety of technical environments.
Doug Smaglik, Managing Director
Doug is a former Accenture Senior Manager with over 16 years of consulting experience. From 1995 through 2003, Doug was an executive in Accenture's Global Technology practice, serving various clients designing and implementing software architectures. From 2003 through 2009, Doug led the technology architecture and subsequent application development work for the statewide California Child Support System (CCSAS). Starting in September 2009, Doug led the solution development effort for the California Franchise Tax Board's Enterprise Data to Revenue proposal. Doug is currently leading the technology architecture effort for the FTB EDR project, which was initiated in July of 2011.
Dan Guinn, Managing Director
Dan is a former CGI Director of Consulting with over 16 years of consulting experience. In his early years (1996-2002), Dan specialized in developing and delivering collection systems for various public agencies, from tax to child support to environmental protection, in locations from North Carolina to Hawaii. From 2003 to 2010, Dan led CGI's application team through the analysis, design, development, testing, implementation and maintenance phases of the statewide California Child Support Automation System (CCSAS) project. In 2011, Dan became the application team manager on the California Franchise Tax Board's Enterprise Data to Revenue (EDR) project.
Eric Millard, Managing Director
Eric is a former CGI Director of Consulting with over 14 year of consulting experience. From 1998 through 2002, Eric served various State and Local government agencies as a senior programmer analyst and development lead. From 2003 through 2009, Eric served as an application development manager and production manager for the statewide California Child Support Automation System (CCSAS) project. Starting in 2010, Eric was instrumental in securing the California Franchise Tax Board's Enterprise Data to Revenue project. Eric is currently the solution architect and application manager responsible for driving the overall solution for the FTB EDR project.
Greg Millard, Managing Director
Greg's career began as an IT consultant for CGI. In 1999, he joined Synergy Consulting as a Vice President and helped grow the company to a 100+ person organization. Following an acquisition by CGI, Greg continued with CGI until 2005, when he helped launch Insight Technologies, a local technology and System Integration company. Greg joined OnCore in 2012 and led the effort to secure the California Public Employees’ Retirement System (CalPERS) Functional Optimization project. His experience extends across the technology consulting spectrum, from driving vision and direction with executive teams, to executing and managing all phases of the system development lifecycle (SDLC).
Scott Bland, Managing Director
Scott has over 20 years of Information Technology (IT) industry experience. He spent many years developing applications and managing large development teams for California state government clients, such as Health and Human Services (HHS) and the Board of Equalization (BOE). Scott later served as a Vice President of a local Sacramento consulting firm, Synergy Consulting, where he expanded his knowledge and experience in software engineering and application architecture. Scott used his skills and experience to build Java and .Net based application frameworks, complex applications, and Service Oriented Architectures (SOA). He spent six years applying his knowledge and experience at CalPERS and other government entities, and has spent the past 10 years at CalSTRS developing web applications and web services running in the context of a robust SOA that he designed and developed.
