Child Support Solutions

Department of Child Support Services (DCSS) 
California Child Support Automation System (CCSAS) Project

CCSAS was one of the largest information technology (IT) projects ever undertaken in California spanning seven years and totaling over $800M. The project called for the custom development and implementation of a new child support system in all 58 counties. OnCore Managing Directors held several key leadership positions including the overall lead for both development and implementation.   In addition, OnCore staff played key roles on architecture, testing, data conversion, and reporting. The state-of-the-art system allowed California to meet the Federal mandate for a single, statewide system. Following a successful rollout, the system now supports millions of child support cases and over 10,000 users. 

Child Welfare Services

Child Welfare Digital Services (CWDS) 
California Child Welfare Services – New System (CWS-NS) Intake Implementation Project

CWDS is a new and innovate undertaking by the State of California to provide a new Child Welfare system using agile methodologies delivered in a modular approach leveraging open source technologies. OnCore is providing implementation services to support the Intake Digital Service. Intake is the process by which child support professionals in California’s county Child Welfare Agencies investigate allegations of child abuse, neglect, and exploitation. OnCore is assisting with the deployment of the Intake service, which consists of up to 7,000 staff located across the state. Additionally, up to 18,000 additional Child Welfare Services staff (social workers, public health nurses, probation officers, supervisors, and support staff) access Intake information in the course of their daily work. OnCore is providing Implementation Management, Organizational Change Management, System Training (Design, Development, and Delivery) and Rollout/Go-Live Support services.

Pension Solutions

California Public Employees’ Retirement System (CalPERS) 
Functional Optimization (FO) Project

The Functional Optimization project is a collaboration between CalPERS and OnCore staff to deliver optimization initiatives for the CalPERS organization. The project takes advantage of blended teams to manage multiple releases on an ongoing basis, adjusting what the team works on as needed, resulting in a quicker time-to-market for each initiative. Many of the initiatives focus on efficiency improvements such as automating manual tasks or increasing accuracy and timeliness of end-to-end processing. OnCore provides full transparency and collaboration with the CalPERS project leadership to effectively manage each work authorization.

My|CalPERS is a Java implementation built upon an Oracle stack of technologies. Starting with Java, the implementation includes JSP, JSTL, XML, Spring 2.0, and Oracle 10g. Workflow originally implemented with Business Process Execution Language (BPEL) was recently replaced under the FO project with a custom implementation. Oracle Universal Content Management (UCM) is used for document imaging, management and storage of imaged content. IBM COGNOS Reporting has been integrated within the application pages and is utilized as the primary reporting solution.

California State Teachers’ Retirement System (CalSTRS)
Pension Solution (PS) Project

The Pension Solution (PS) Project calls for the implementation of a new, COTS-based pension system for CalSTRS. OnCore serves as a subcontractor with responsibility for filling several key roles on the project including the Project Manager, Application Development Lead, Functional Lead, Interfaces Lead and Reporting Lead.  In addition, OnCore is responsible for the fixed price delivery of the entire training solution for the client. 

On the back-end, the project is using Structured Query Language (SQL) Server accessed using LINQ-To-Entities and a business layer contained in a Windows Communication Framework (WCF) web service. The application is being built in a SOA of interconnected applications and web services. The web service is called from the web server using ASP.NET Model-View-Controller (MVC) to serve web pages, and ASP.NET Web Application Programming Interface (API) to serve as an API for the web application.

On the front-end, the project is using HTML5, CSS, LESS, Kendo UI, Knockout.js, JQuery, and RequireJS. The OnCore team is utilizing scripts and style bundling to minimize page load times by decreasing the number of requests and the size of the script and style payload. Partial page updates are handled by AJAX requests to the Rest API on the server while Kendo UI or Knockout.js is used to automatically update the page. The application has been fully integrated with the CalSTRS security and e-mail services.

Tax and Revenue Solutions

California Franchise Tax Board (FTB) 
Enterprise Data to Revenue (EDR) Project

In 2011, OnCore signed a five-year, $29 million subcontract for the California Franchise Tax Board (FTB) Enterprise Data to Revenue (EDR) Project. EDR is a benefits-funded project to transform FTB’s IT infrastructure and business processes for tax administration in California. The project impacts major business processes at FTB and introduces dozens of new software and technology products within a Service Oriented Architecture (SOA) solution to automate and improve tax collection and processing operations. The final solution was implemented over a 54-month period involving ten major releases spread across three phases.

EDR includes a high-volume web application, MyFTB, which serves over 1 million customers. MyFTB provides taxpayers and tax preparers the ability to view tax information and resolve tax issues online. The website also includes other self-service capabilities including Cal-File and Web-Pay filing services, secure chat and secure messaging, and demographic information management. 

MyFTB is a Java based application developed using Java Server Faces (JSF) technology deployed on WebSphere Application Server (WAS). MyFTB integrates with the EDR SOA through a series of web services. The EDR architecture that supports MyFTB is built on IBM Initiate (Master Data Management), IBM WebSphere Message Broker, J2EE (JSF/JSP, Servlets, EJB, XML, Java), Oracle and DB2, FileNet ECM, and PegaRules/Process Commander (PRPC) for workflow and case management.
The $398 million EDR project has been recognized as one of the most successful projects in California with over $1 billion in new tax revenue raised for the State.

Energy Solutions

Department of Oil, Gas and Geothermal Resources
California Well Statewide Tracking and Reporting (WellSTAR) Project

In July 2016, OnCore started the WellSTAR project to support the Division of Oil, Gas & Geothermal Resources (DOGGR) of the California Department of Conservation (DOC).  The project is about organizational transformation with a modernized solution serving as the driver for standardizing business processes, enforcing data quality and consistency, and enabling DOGGR to respond effectively to statutory, federal, and public demands for information. Our .NET solution modernizes the Risk Based Data Management System (RBDMS) originally developed by the Ground Water Protection Council (GWPC). 

User-facing access is provided through the implementation of web portals using HTML5 following Microsoft’s MVC 5 design and programming pattern. The web portal solution provides a rich, responsive user experience, facilitated by Bootstrap and the implementation of modern, HTML5 compatible JavaScript libraries and controls such as jQuery, AngularJS, and Telerik’s Kendo UI. A key feature of the solution’s user interface technical design is that it is highly configurable. 

System (B2G and G2G) access will be implemented using standard RESTful web services following the Microsoft .NET MVC Web API implementation pattern. For added compatibility and interoperability, our solution will also support standard SOAP based web services where necessary.
